The Council Bluffs Fraternal Order of Police

Organized on July 1, 1974, the Council Bluffs Police Union, Fraternal Order of Police Iowa Lodge #1, is a non-profit, tax-exempt organization dedicated to constantly enhancing the working environment of Council Bluffs Police Officers.

The union represents all of the 92 non-supervisory police officers of the C.B.P.D. for labor negotiations and discipline proceedings. The union also strives to improve the working relationship between citizens and their police officers by sponsoring several local charities.

Since December of 2000, the F.O.P. has hosted "Shop-With-A-Cop", which allows over thirty area youths the opportunity to shop for Christmas presents with uniformed police officers.

Dean has a Criminal Justice Degree from the University of Nebraska and has been a CBPD Officer since January of 1983. He was the longest serving past union president. He is assigned to Uniform Division day shift.

Detective Jim Springman
Treasurer.
Jim is a native of Iowa and a graduate of Iowa State University with a Sociology/Criminal Justice Degree. Jim has been with the Council Bluffs Police Department since August of 1995. Jim was the Officer of the Year in 2000 and is currently a Detective in the Criminal Investigations Division specializing in Forgery and Identity Theft.
Officer Scott Halbrook

Scott has been with the Council Bluffs Police Department since 1997.

Officer Ron Zika
Board Trustee
Officer Ron Zika has been with Council Bluffs Police Department since July 1984. Officer Zika has been the departments Defensive Tactics instructor for over 15 years. Ron has been a FOP Board Trustee for over 10 years.
Officer Rob Radford
Board Trustee
Rob graduated from Wayne State College with a Criminal Justice Degree in 1994 before joining the Council Bluffs Police Department in September of 2000. Rob is currently serving as a Field Training Officer on the Night Shift.
